North Yorkshire Citizenship Conference 2002 reportThe event was organised by the Curriculum and Management Advisory Service to support secondary, middle, special schools and pupil referral units in the effective planning and implementation of Citizenship at Key Stages 3 and 4. Citizenship becomes a statutory subject at Key stages 3 and 4 in September 2002 and schools are facing challenges in ensuring that the planning for this follows the guidelines set out in the National Curriculum statutory orders for Citizenship and the further guidance, most currently in the form of the Key Stage 3 Citizenship Scheme of Work. Key note speakers included Tony Breslin, Chief Executive of the Citizenship Foundation, Jan Campbell, Principal Officer for PSHE and Citizenship at the Qualifications and Curriculum Authority (QCA) and Terry Begley, Community Education Officer, Continuing Education Unit (NYCC) Workshops included sessions on Developing Thinking Skills, Managing and Assessing Citizenship, The Global Dimension, and Establishing School Councils. A fascinating addition was the feedback from Ian Ferguson from Whitby Community College on the experience gained, and outcomes from the Teachers International Professional Development North Yorkshire LEA study visit to Krasnoyarsk, on the theme of Civic Education and Citizenship The conference supported Governors, Senior teachers, Citizenship co-ordinators and class room teachers in developing their understanding of the potential for Citizenship to support the personal development needs of young people, but also how Citizenship can be instrumental in addressing how young people can be actively involved in decision making processes in the school and wider communities. A strength of Citizenship in schools is where governors, staff and pupils are working together to develop provision which meets identified needs within the school and wider communities, linking with other local and national priorities.
